We didn't come together because it was the right time. We came together because we had been invisible long enough. Hispanic professionals weren't just building America's roads, bridges, and skylines. They were running the businesses, managing the projects, and carrying the economic weight of an entire industry. And yet no national data acknowledged them. No institution spoke for them. No seat at the table had their name on it.
So in 2023, we built one. Not just for Latinos, but for every professional and business owner who believes that a stronger construction industry builds a stronger nation. We produce the research. We testify before Congress. We build the tools. And we show up, because if this country intends to remain the most powerful nation on earth, it will be built by all of us. And all of us deserve to lead it.

We Take It to Congress.
HCC has drafted legislative text for immigration reform and presented it directly to members of Congress. We endorse the Dignity Act and advocate for permitting reform that affects every construction professional in America.
When states and cities hold hearings on workforce policy, HCC is at the table, testifying as expert witnesses, bringing the data no one else has, and ensuring Hispanic construction professionals are part of the conversation, not an afterthought.

George Carrillo
Co-Founder & Chief Executive Officer
A disabled veteran who served as a Marine Sergeant in the Infantry, George was born and raised in Chicago. After earning a B.A. in Criminal Justice and serving as a Sheriff's Deputy in Gila County, Arizona, he relocated to Portland, Oregon, in 2013 to begin a career in state government.
Today George serves as co-founder and CEO of the Hispanic Construction Council and as COO of the Umpqua Transportation District. He is the former Director of Social Determinants of Health for the State of Oregon, a former candidate for Governor, and a leader grounded by community, brotherhood, and a deep commitment to the Hispanic workforce.

Alex Seabold Garcia
Co-Founder & President, GSI Builders
Alex is President of GSI Builders, Inc., a Latino-owned general contracting firm based in Portland, Oregon. With over two decades of construction experience across private and public sectors, he founded GSI Builders in 2018, building on his family's 40 years of expertise to deliver affordable housing, multifamily, senior living, commercial, and public works projects.
Certified as a Minority Business Enterprise by the State of Oregon, GSI emphasizes diversity, inclusion, and community impact. Alex represents Latino contractors nationally, including at the 2025 Secure Americas Workforce event in Washington, DC, where he advocated for Hispanic-owned businesses.

David Arenas
Co-Founder & Managing Director, All Construction Group
David is the Managing Director of Investments and Development at All Construction Group and President of David Arenas and Associates, Inc. His career spans finance, real estate development, construction project management, and executive leadership.
He has advised organizations ranging from Fortune 100 corporations to high-growth startups on strategic investment and governance challenges. His perspective has been shaped by executive roles in technology investment banking, board advisory services, and the infrastructure-construction sector.

Gus Hoyas
Co-Founder & Principal Executive, Alto FSI
A Colombian immigrant and Cleveland-based entrepreneur, Gus owns Hoyas Insurance Group, one of Ohio's largest Latino-owned insurance agencies, and is principal owner of Alto FSI, a construction fire safety company.
He serves as president of the Hispanic Contractors Association and co-founded the Latino Construction Program, which trains and places Hispanic workers in high-paying union jobs. His advocacy includes supporting Puerto Rican families post-Hurricane Maria and holding leadership roles with the Spanish American Committee and Hispanic Roundtable.
